Package Build for Custom Environment Very Slow

We had created a New Custom Environment and Running Fine in Production. However, now I need to build a Small (1 Object) Update Package and it took an hour to finish. Where did we missed.

OneWorld Xe AS400(V4R5), SQL 7 (SP4) for Central Objects, TSE, Fat Client.
