8.9 to 810 upgrade question

Hello All,

My client is considering this upgrade, I am sure that they would need to buy the new license fo r810 and the software etc to do this upgrade. They wanted to know if this is freely availale like an update.
Since its an upgrade to a different release I am pretty sure they have to pay.
Can any one confirm

Very Little in this life is truly "free", however if your client has a maintenance agreement with Peoplesoft then upgrades do not cost extra. All product upgrades are included in the cost of the annual maintenance. This is generally true of most large software packages - unlike PC software.
