Unable to log on after Starting JDE network

Greetings all ...
Every morning we back up our AS/400 S20 running V4R4, doing the following:

ENDNET
DLYJOB 60
ENDTCP
DLYJOB 60
(run saves)
STRTCP (all host services = *YES)
DLYJOB 60
CLRIPC
STRNET
(do other stuff)

Thirty minutes later, users start to log on, but get "unable to access security
server" (the AS/400) until we do another ENDNET/CLRIPC/STRNET from the console.

Any words of wisdom?
