8.9 Menu Design

I'm trying to change a menu in 8.9 and the design icon is missing in the OMW. I've checked the 'allowed actions' on the Object Management Configuration app and everything's fine. The design icon is there for every other type of object.

Anyone have any ideas?

I thought that 8.9 does not use menus anymore, but uses solution explorer tasks.

So the design icon is missing from the 'solution explorer task' which I assume (perhaps wrongly) works in the same way as a menu.
