Cannot change Password in EO8.9

Hi All,
I just found that I cannot use the Adminstrative Password screen ( W98OWSECF ) in EO8.9. When I try to change the pwd for a user I get a line in my jde.log
Bad security record for USER
and the password does not get changed. Users can change their own pwd and I can delete and recreate security entries for users.
Can anybody with EO8.9 confirm this ?
EO8.9, SP2, AS400

I have a similar issue that seems to be caused by their being no records in
the F98OWPU table

I have a similar problem with ERP8 after SP22_S1 and ESU6409. But after package build was everything ok. SP22_S1(with ESU6409) changing encryption to F98OWSEC. Package must be on a ES and it works...

Fix no, workaround yes. We delete the security record and recreate it.

Sorry to bother again, but ... Where am I wrong?
1 Created User
2 Assigned Role to User
3 Created security record to user
4 Logged in with default password - no problem
5 User can't change own password; it gets error:
<<Exceeded Daily Password Change>>
6 Logged off user, logged in as Admin
7 Changed User password using Admin Pswd Revisions
8 Deleted & recreated security record
9 Logged-off Admin, and log-in User; new password is not accepted, old one is!

Did you ever find a fix for this issue or are you still recreating the user id's as a workaround? I am experiencing the same issue and have also noticed that I can't enable or disable a user. Both the administrative password revision issue and the enable/disable user issue only happen after a user has logged in (even attempted to login) to the system. I have no problems doing either after initially creating a new user.
We are on ERP8.9/SP2/L1 one-off/AIX 5.0/Oracle 9.2

I had a similar problem in EO 8.9 ESU PF1003 fixed it for me.
