NLS_CHARACTERSET needs to be WE8MSWIN1252.
NLS_NCHAR_CHARACTERSET needs to be AL16UTF16.
As I understand it, the difference is that the NCHAR character set
defines the appropriate code page to use when storing/reading Unicode
data types.
