Cannot delete shipped user actions in OMW

We are trying to set up the security around OMW as recommended by JDE. So we want to remove the actions allowed to users for project statuses 40, 41 and 42. Although we can add new allowed actions (and delete them), we are unable to delete the shipped actions which allow Supervisor and Manager to change project status.
The delete box comes up and we say OK and then OK to the screen, but when we do a Find again, the actions are still there.
Has anyone else had this problem? There is nothing in JDE.INI to suggest a database or security issue.

Got it sorted. For any others with this problem:
The F98223 table contains blanks instead of *ALL in the OMWAAS1 and OMWAAS2 columns (even though *ALL shows on the screen.) We entered *ALL into the columns and updated, then went back in and deleted and the delete worked.
