Workflow won't send message

Workflow won\'t send message

I have a friend who has set up a workflow to send a message to a particular person (e.g. AN8=2). The process is like this:

START => SEND MESSAGE => END

He created an APPL to activate this workflow. The app runs but no message gets sent.

Here are the questions:
- Does the customer need a special license to make workflow work?
- What does my buddy need to configure apart from the workflow to make this work out?

As you may have guessed, I'm a virtual virgin about workflows. Any help (point me at the Fine Manual, etc) would be appreciated.

There are not distribution list and recipient Rule, only an address number: AN8=2.
