OneWorld will not start on the Enterprise Server

Last night our Unix Administrator installed some HP-UX patches to our Unix test box. Now it won't come up. Below is an e-mail he sent me. Can anyone shed some light?

The JDE error seems to be related to C, but I’m looking into it. Please contact JDE in the meantime, to see if they can shed any light on this. Following is the information you requested:

Patty,
turn on debugging on the server and start one queue only from command line.
Turn off debugging again and see if you get something from your logs.

Gerd, didn't you have similar at a client this past Spring? I remember we had both had very similar environment and problem after a Unix upgrade? What did you wind up finding on that one? Maybe Sully's issue is the same.
 
Charles, I thought it was similar until Patty wrote that the security kernel comes up, the queues do not. In our case no kernel came up and did not even create any log.
We were missing a patch (PHCO_28427). Other then that the DST starting and ending dates for our timezone had to be put into /usr/lib/tztab. And this entry should not be the last entry in that file (please don´t ask me why!).

Thanks to all that responded. JDE sent me a Tech Flash GSSTF-03-0531 that had the workaround. One of the patches we installed was not compatible with OW prior to SP21.
