UBEs getting stuck in status "S" duing package build

UBEs getting stuck in status \"S\" duing package build

We recently installed 2 new Win2000 apps servers. When I try to build a server package (Update or Full) - some (not all) of the UBEs will get stuck in status "S" and never seem to recover. I know that this is suppose to happen when you deploy a package to an Enterprise but I didn't think it was suppose to happen when you just build a server package (doesn't happen on my UNIX ES). Any ideas?

Do you have other UBEs currently running? Say, subsystem UBEs? You can't install a packe while ANY other UBEs are running, including subsystems, since you can get locks to the tam files.

This is happening when I deploy or install the package. It is happening when I build the package.
