UBE fails with error re F983051

We have a ube that fails with the following error Unable to fetch F983051 record. When run in debug more this shows the sql is doing a select on the production environment and the version doesnt exist in production only in prototype. OCM mappings for F983051 are correct and point to PY. Any advise would be most welcome.

This may sound silly but are you running the UBE in PY and not PD.

Yes the ube is being run in the correct environment.
