Communication Issues

Recently there has been issues with One World and SQL Server (2000). It appears they are not communicating properly. As a result the servers have been having to be stopped and then brought back up again.

I am new to One World, and I'm not sure where to look. Has anyone experienced this issue before?
 
Can you give me more details about your communication problem? Are the UBE's not working? Is the Security Server not reachable?
