Well, after making sure that all the needed files have installed and the
package you are installing is good, I'd check the JDE.INI file, the
[INSTALL] section, and make sure the install directory (the last entry in
this section) points to the correct location. For instance, it should
probably indicate C:\B7 or D:\B7.

Also, you should be able to see some useful information in the JDE.LOG
file if you are getting this error. Generally it will point to the
specific problem...either spec file missing or directory pointer wrong
(the problem I mentioned above).
