Payroll Tax Table Updates w/o vertex...?

Can the payroll tax tables be updated manualy without the use of Quantum/Vertex or is this a necesarry add-on? We currently only do business in NV, and would like to put off the cost of the vertex product untill it becomes absolutely necesarry to implement it.

If the tables can be updated manualy, does anyone have a procedure they could share with me?

This would really be a tremendous help!
