Approval e-mails for order revisions

I have the approval e-mail feature set for a user. This user gets e-mails for everything but order revisions. What's really strange is that the e-mails he doesn't get are in his work center under electronic workbench. Any ideas?

Yes. We are using a different version...but the second person on the approval path got an e-mail where as the first person did not. Neither one was the originator.
