ST-OTs and Work Orders

We have an agreement with a sister plant that we won't place an ST-OT and then cancel it a week later. However, if a customer cancels an order, I receive a message to cancel my OT and our sister plant receives a message to cancel their ST.

Even though the ST-OT hasn't been cancelled, XE no longer generates a message to build the product. Is there some way to "freeze" the ST-OT, so they still see a Work Order to build the product?

It doesn't happen very often, but it causes real problems for our sister plant.

Have it trigger a specially defined work order type,
and don't permit stage MM cancel for that type of work
order.

There is a Freeze Code on the OT. Set it to "Y" and DRP won't replan the Transfer Order.
