What comes first? SP or Update?

Ok, I hope this garners lots of responses. It may cause some heavy discussion, but we really need your opinion.

We will be doing some major work in the month of October, First we are upgrading our AS/400 to v4r5. Then we need to apply SP 20, and Update 6. But therein lies the problem. We've been told that the Update needs to be applied first. We don't understand why, so we are looking for your opinions and the reasoning behind them. Will you please assist us?

our CO are on the '400. Whether that makes a difference or not I don't
