Table/Index Oracle Statistics

We currently have an Oracle 8.1.6 database with OneWorld B7332 and are
experiencing performance issues with running oracle statistics.

We use the command exec dbms_stats.gather_table_stats
not include index statistics.
If we use the same command but replacing tabname with indname for indexes,
in some cases performance has improved, but with quite a few tables
performance has been degraded.

We've also tried the command 'analyze table F4950 compute statistics for all
columns for all indexes' for example, but this degrades performance even
more than running with no statistics.

Can somebody please advise me on the best method of improving OneWorld
performance running table and index statistics?
