Workflow message not sending for UBE called from another UBE

When calling a UBE from Batch Versions, or Version List Launch UBE, workflow emails get sent, and messages will appear as expected in the Work Center. However, when using B91300C “LaunchBatchApplication” inside a UBE, no messages are sent to the user from the workflow.

Work Submitted jobs shows the correct user ID, so I would expect the user to get the workflow messages in the Work Center.

How do I get my Workflow messages to send for a UBE called from another UBE?

I would guess it's the user field used in the BSFNs.
I had to do a whole suite of changes a few months back as our EDI is controlled by subsystems using that above BSFN to launch downstream R47 UBEs.
I cloned the UBEs to R5747 UBEs and mapped USER into every WC call.
Works fine now

Oracle has opened a Bug on this:
Bug 21683268 - B91300C DOES NOT SEND THE JOB COMPLETED NORMALLY MESSAGE TO WORK CENTER.
