VIES Werb service Validation not getting called from Address book revision screen

When a new AB # is added or modifying an existing AB # the Tax id is not getting validated for some strange reasons. When VIES validation UBE R74101 is ran the web service gets called and validation is done successfully. All the related UDC values 74/VV, 70/TI have special handling code set to 1, user profile set to use Germany localization, not sure what we are missing. Any ideas?

Did you evaluate this bug for applicability to your issue?
When adding or changing an Address Book record in the Address Book Revisions program (P01012), the system does not validate the Tax ID using the VIES web service when the Localization Country is set to ‘UK’ in the user profile (P0092).
Issue is reported in Bug 19048586 VIES VAT ID VALIDATION NOT WORKING FOR 'UK' LOCALIZATION

Thanks for your response, yes we did, we tried setting the profile to various countries (DE,NL etc.) still no luck.

Found out that EMEA localization in addition to SEPA is required to have VAT ID validation feature. Enabling EMEA fixed the issue.
