User licensing and Job Scheduler user

We are on E1 9.0, tools 8.98.42.

My question involves the user id we have set up for Job Scheduler submissions. Like many, I believe, for our jobs that we have set up to be submitted via Job Scheduler, we have a user id 'SCHEDULER' that the jobs are submitted under. This is set up on the Advanced tab when setting up a new job in Scheduler.

Instead of having an individuals user id, which of course is subject to change if that person leaves, a generic SCHEDULER id allows you have a basically permanent user id. Then if as people leave, then you do not have to go into job scheduler and change the submission user.

The user id SCHEDULER is never used to sign on to a client, but only for job submission in Job Scheduler.

The question is does a user id like we are using SCHEDULER count against a licensing user limit. We currently have 125 licenses and need to know if these job scheduler submissions users count against that.

Also, the T&C's of your specific license arrangement with Oracle would only be known by you and Oracle. But there are some broad concepts which apply to all customers.

With the usual "safe harbor" statements out of the way, there are multiple license metrics for Oracle software, including but not limited to "Application User" and "Named User Plus".

The "Application User" metric is typically used for apps while the "Named User Plus" metric is typically used for Oracle technology products.

Note that all EnterpriseOne Tools categories are listed as "Application User" in the price list document mentioned below. There is also a Software Investment Guide which has additional information on "Application User" and "Named User Plus".

Application User: is defined as an individual authorized by you to use the applicable licensed application programs which are installed on a single server or multiple servers, regardless of whether the individual is actively using the programs at any given time.

Named User Plus: is defined as an individual authorized by you to use the programs which are installed on a single server or multiple servers, regardless of whether the individual is actively using the programs at any given time. A non human operated device will be counted as a named user plus in addition to all individuals authorized to use the programs, if such devices can access the programs. If multiplexing hardware or software (e.g., a TP monitor or a web server product) is used, this number must be measured at the multiplexing front end. Automated batching of data from computer to computer is permitted. You are responsible for ensuring that the named user plus per processor minimums are maintained for the programs contained in the user minimum table in the licensing rules section; the minimums table provides for the minimum number of named users plus required and all actual users must be licensed.

Anecdotally I've heard that during software audits ALL users defined in the system count as application users, whether or not they are tied to human beings (employees, temps, contractors, etc.)
 
As Charles pointed out, you will have to find out definitively from Oracle for your circumstance, but I can tell you from my experience, we have never counted service accounts like SCHEDULER, training IDs, or similar accounts in our user license count total.
