Tools Release Upgrade from 8.94 to 8.96.4

We are in the process of upgrading to Tools Release 8.96.4 and have come across several errors along the way. We've tried using Oracle Support but with limited success.

Our steps have been:

1. Installed Tools Release 8.96.4
2. Installed ESU (PG5229)
3. Installed ESU (PG2348)
4. We were unable to build a full package in our project region so we were told by Oracle to copy the SYSTEM folder from the server to our workstations.
5. We were then able to build a full package but it wasn't communicating with our AIX Enterprise Server. So Oracle had us activate R9622 in our project region and the full build completed successfully and we were able to deploy.
6. However, we are not able to install that package onto our workstations receiving the folling error:

We are relative newcomers to JDE and would appreciate any help provided.
