Time Series quantity type: SHIP ?

I am struggling to explain to our supply chain folks what criteria MRP uses to a sales order (SO doc type) to "ship" quantity type in the time series.

I understand SHIP is pulled directly from the F3462, but what criteria moves the order to the F3462?
