Shared Region Was Locked

We are on B7331 and when we install a package on a fat client's workstation, we get a "Setup Failed... A shared region was Locked"
This has happened before and you just restart the installation and things are OK. Has anyone else experienced this and is this a known issue or is something wrong with our setup.
