E9.2 Rules for confirming shipment (Transportation)

We use Transportation. I have an order added to a shipment. I approve the shipment (STATUS 25). what rules apply that will allow me to confirm the shipment in transportation? Does the sales order need to be confirmed first?
 
the sales order needs to be at 560 status in order to ship confirm both the shipment and the order using P4915
