Report Doesn\'t show up

Does anyone know, why the Terminal Server is not stable. Sometime's the view pdf (report) doesn't show up (on WSJ). But when i restarted the server, everything was back to normal again.

Please clearify. When the user submits the report, do you see a record in work with submitted reports?
If you highlight the report and click view pdf, does Adobe launch?
