Receipt Routing functionality

Hello,

Does anybody knows how to distinguish functions between a Materail Planner and a Warehouse Keeper in the process of receipt of materials via Receipt Routing (RR) functionality. The problem is that if RR is expired, an item can be taken on stock by Material Planner (who is responsible for item disposition in RR, not in stock), withouot actual receipt, just because the system doesn't use RR as it's expired and make receipt into our stock directly.
How to deal with it?
