In Xe you could use several out-of-the-box approaches:

1) Address book category codes could be used for licenses, insurance and
levels of coverage. If the 30 available codes are already captured, you
could use the 10 codes from Who's Who. One of these records could be used
for Licenses and another for Insurance.

2) Asset master has a spot for licenses. Sub-contractors could be set up
in fixed assets for the non-contract suppliers. Maybe you could consider
this as "Intellectual Property?"

3) Facility setup has the Property / Building setup which could be used to
set up additional information.

These are a few solutions that might work for you. If not, the supplemental
database might be your answer.
