Purchase Requisition product cost

We are a small technology company located in Maryland. We use E1 8.9, with about 25 users, and are beginning an evaluation process for a purchase requisition system. Our requirements are:

Integrated with the PS E1 with minimal to no custom modifications, directly with the procurement module, Address book (vendor and employee), Account structures including various subledger fields

Complex approvals based on company, business unit, object account and subledger. Easy to implement and modify the approval rules (we prefer not to use JDE workflow)

Same approval routes for expense reports and purchase requisitions

Proxy approvers, escalations, documented approvals that we can use for our auditors.

Inexpensive, timely (<2 weeks) implementation

Prefer a web-based system

Easy to use/learn, Simple enough for upper management to use for approvals

We have 200 employees who would use this system to enter in purchase requisitions for non-stock purchases and expense reports. We have been evaluating products, and prefer one that would help with SarBox compliance. Peoplesoft has an offering with the Requisition self-service module, but we are not planning on upgrading to 8.11 and have doubts about the reliability, and costs associated with the product. We have found a 3rd party vendor that meets our requirements, but would like to get some feedback about what a product of this nature should cost.

What have other people used to solve this problem? How much did you pay for the product license? How much is the yearly maintenance contract?
