Procurment user also needs Finance module license?

I am having doubt related to how JDE licensing works. I have ‘Procurement and Subcontract’ module user who is receiving the Purchase order, which will also touches Financials tables like GL and AP so wondering if I need to buy Financials license as well for this user?

Generally speaking, if the user only uses system 43 applications then a procurement license is required. Almost all transactions that occur in JDE will result in a journal (that's the whole reason ERP's exist) realistically foundation plus procurement should be it. In saying that, Oracle sets the rules and interprets the rule book so this is just opinion and should not be relied upon (Larry if you're watching...).

Thanks Russell...I agree with you and generally that should be the way but just wanted to understand what other JDE community members are thinking about it!
