problem with the web client

I have tried to log into the DV environment. I am able to enter
user ID and password and select the environment, but the resulting
screen is blank other than the "ORACLE" title and the "sign out"
hyperlink.

Here is the URL that it goes to:

We are using 8.12, toolset 8.96.10

If you are usig IE click enable on Allow web pages to use restricted protocols for active content. (Internet Security on Security Setting).
