Print Pay Stubs from ESS without running the job on server

We have a requirement to be able to print employee pay stubs from ESS without running the UBE on the server and adding to the queue. Did anyone see similar requirement and how was it handled without third party software.

We are on JDE 9.0, Oracle DB, 8.98 tools

There are a couple of options:

1) Run the UBE locally on a fat admin/development client
2) Run the UBE on a Job Queue that limited staff have access to - may require such a job queue to be set up and security for it created; the output would still be in the same folder/directory, though this can be changed.
