Preference Profile Product Allocation

I have a scenario that I hope that you can help me with. Here we go. We
get a sales order in for a customer with multiple ship tos. The available
quantity for an item for all of the stores on the sales order is not
available. What my customer wants to do is allocate quantity of the item
evenly across all stores so that no stores are cheated out of product. So
say we get an order for 500 xyz for 40 stores and there are only 300 xyz
available, we want to take those 300 and spread it across the 40 stores. I
am look at the Preference Profile Product Allocation program, and it doesn't
look like it's going to do it. Any ideas???
