E8.12 Percentage symbol % is Shown as Question Mark ? in CSV.

In Arabic text, the percentage symbol % is shown as question qark ? in CSV output. But it is okay in PDF output. The database also shows correct symbol.
Is it related to encoding issue ? We are using CP1256 encoding

I have changed the encoding to UTF8 and it is okay now. But I have few queries regarding P93081 - Unicode Flat File Encoding Configuration

• I set the encoding of version xx02 to UTF8 and activated it. But the CSV is generated with UTF8 with BOM
• At one point it was generating UTF8. Suddenly changed to UTF8 with BOM in between the testing. Where should I check this ?
• I understood as soon as we activate it, it will apply to the system with out clearing cache or server restart.
