Page Break not working

We have created a template that is not page breaking for the last group. So if we are creating a report for 3 business units, it will page break after the 1st one but will not after the 2nd so the 3rd Business unit begins on the same page as the last page for 2nd Business Unit. Everything seems correct. The page break is before the End For-Each as stated in the Oracle BIP Report Design Guide. I have tried different things but nothing seems to work.
