P98OWSEC, F98OWSEC, and password change frequence (SCSECFRQ) Question

We are seeing that users that change their password from the web appear to be changing the SCSECFRQ column in F98OWSEC. However, they still seem to be prompted to change their password every 60 days. I always assumed the F98OWSEC record contained the change password frequency.

I have two questions: 1) Is anyone else noticing this; 2) Where is the change frequency actually kept if not in F98OWSEC?
