Order Address

When entering an order, on the order address screen, you are able to override both the customer(bill to) and ship to address. Is there a way to only allow overrides to the ship to.

Our billing addresses are accidently getting overwritten by users that are forgetting to click the radio button for the ship to address.

We are on Xe B7333 14.1
