NT Batch Queues

Greetings all, we're having some queue issues on B733.2 SP15 NT Enterprise, Oracle 8i. I thought I saw this posted before but couldn't find it in the archives.

We have 6 different queues that run fine until someone launches a large, processor intensive job. Then all other jobs submitted on all other queues remain in a submitted state (S). This was happening before SP15.
