Need help with Accounts, Job Costing and budgets

In my company, for certain work orders, the budgeting is too detailed. the budgets are entered thru job cost module.
There is a requirement to have budgets at a higher level
let me explain.

Here is how the budget is done today.

Account Desc Budget amount
5535.1 - Additional Labour - 10000
5535.2 - Integrated Labour - 2000
5535.3 - Subcntract labour - 5000
5535.4 - Cabfare - 9000
5535.5 - Meals - 400
5535.6 - Motel - 8000
5535.7 - repair parts - 6000
5535.8 - service parts - 8500

See that all of them have the sam accoune but different subsidiary. Now want to roll it up into 3 grooups.

Labour , travel, Material.
And I want to set up budgest at this level.

Labour 17000 (groups 1,2,3)
Material 15000 (7,8)
Travel - 20000 (4,5,6)

I dont want to set the budgets at the lowest level.
I want it to be at this level.

so that When I compare my actuals to budgets, I have my actuals at the lowest level 5535.subsidiary, but it should compare to the budget at the higher level.
