If you are on 9.2, you may want to refer to Oracle Doc ID 2415818.1, which states that starting Nov. 1, 2018 you will need to have the Microsoft Visual Studio 2017 C++ Redistributable (x86) installed on your deployment server to apply any ESU's.

It is also for 9.1. I got error that I can not apply ESU until install VS 2017. I have installed the VS 2017 redist. but I am getting message the ESU already applied. I did apply in my testing environment in October but stuck now as I can not apply in production as getting message that software update already applied. Anyone else having same issue? I am using Change assistant.
