N/A MRP C messages

Need a confirmation please
We have placed a Sales transfer (ST) to an upstream site. The demand on our side is postponed and will be required after the requested date of the ST initially placed to the upstream site.

Is it normal that we receive C message (to cancel the ST) and O message to order again for the future demand?
I was expecting to have Defer message on the ST already placed.

Maybe I will clarify more my question

In which cases, we might have Cancel message and Order (O) or Order and Expedite (B) messages for the same item?
