Missed Quality Test on Lot from P4312

We have enabled the Quality Module for one of our B/Ps. We have a purchased part that has associated tests.

When pulling up the PO in P4312, it correctly shows the new grid column that indicates there are associated tests for the part. The process works fine when a user correctly uses the row exit and enters the Test Results, then comes back to P4312 and completes the receipt.

We have three problems, however: nothing forces the user to enter the Test, the lot number created for the receipt does not go on hold when they fail to complete the test, and once the lot is in stock we cannot find a way to add test results to the lot.

E1's documentation (both for the Quality Module and on Oracle's site) makes no mention of this scenario. Has anyone found a way to force the entry of the test results, force the failure of the lot if the test is bypassed, or found a way to add a test after the fact?

Version: 9.0 Update 2
Tools Release: 8.98.4.8
Enterprise Server: iSeries
Web Server: Websphere/Windows

I have three 'answers' to my own questions. Posted here to spare anyone else the grief of finding out:

1) Nothing forces a quality test to be completed when receiving a PO. This was entered as a Bug back in 2005, but Oracle, in their infinite wisdom, declined to resolve the issue.

2) Lots for items with no tests are automatically 'good'/not on hold. This is 'working as designed'.

3) For items missing their tests, one can use P3711 to work with the appropriate lot and enter test results. Since the lot was created and no associated F3711 record was created, you will need to use the "Order" format in the processing options under Test Results-->1. Results Entry Format. This will be a value of "2" for the field.

If you really want quality control for your lots, plan on developing your own controls and monitors for items missing the appropriate tests.
