Looking for examples of Customer Rebate Customizations & workarounds

Want to begin using JDE to manage customer rebates. However, we do not use Base Price File (F4106), so per documentation can not calculate rebates with multiple thresholds.

One option is to build custom calculation and use Supplemental Data table (F0092) to store rebate settings - a big undertaking.

Has anyone created workaround for missing Base Price File without building calculation from scratch?

We are running JDE 9.1
