kanban status invalid to complete error?

Hi,
Does anyone know what to do when you can't receive a PO that was created with kanban management? I have a PO giving the above error, status on card is 1, but should be 2. I see in 9.1 there is a kanban status override feature but I don't see anything similar in 8.0.
