JDE Webclient Not Downloading New Panels

I want to apologize for my ignorance first. I was put on this issue despite having 0 experience in this application.
We have a "Orcom Jwalk Client" that runs on IIS. Recently the servers were upgraded from 2000 to 2003. Now all new panels or new ActiveX installations will not work.
So was there an issue with upgrading from Windows 2000 to Windows 2003?
Could it be a lic issue?
Any other suggestions to the issue?
The EXE that seems to run this ActiveX control is JW9C.EXE

I apologize also, that I can not help you, but can I suggesst to you, to post your issue to the appropriate forum of JDEList. This is the Application / Functional Consultant forum - but there is Tech/CNC and developers' forum too. I think, you can get much more help and faster there.
