From my (developer's) perspective, the D. Guide is a very good book, but if you want to cover ALL the perspectives you might have to have the Complete Ref, too. As far as I know there is no major overlapping.

if you have no idea with jde develop tools set, you should to read the guide, otherwise , you can
use the complete reference in developing.

The developer guide is a decent, comprehensive book to keep on the shelf.
The complete reference is more relevent for system architects and admins. The two books do not cover the same ground.
