Invoices to Multiple

We are on World 9.2 and are using BI Publisher to send invoices. We have no issue with it sending to the first whos who record that is flagged for invoices. Problem is when I have multiple flagged for invoices in the same address book it only does the first invoice flagged one and does not continue to pick up the others who also need copied on that invoice.

I am looking for any info to point me in the right direction here..
