HR Module and EU Data Privacy Laws

We are currently a JDE E1 9.0 customer. We are about to install and deploy JDE E1 HR 9.0 for a global HR implementation. This system will include employees from around the world (EU, Asia, the Americas). We anticipate having some 2000 employees in the 9.0 HR environment.

The EU data privacy laws are presenting a serious problem for us in terms of designing and architecting a system. Our current E1 9.0 (minus HR) is hosted in North America. It is our understanding for the EU data privacy laws that the data for HR must be physically located in the EU in order for HR to be used for EU staff.

For those of you in multi-national E1 HR implementations: How does a company get around this constraint?
