How to make a JDE environment read only?

We have created an archive JDE environment for our old orders. We want this environment to be read only. How do we set up this environment to be read only?

Would that not be granted at a user level?

So the users who have access to that env are granted read only

Default action code security to "inquiry" only.

We do this right at the Oracle database level and make the tables themselves read only.
