Forecast consumption and sales order blocking

Good morning, We are seeing unpredicatable results with action messages. In the item branch we are using planning fence rule "H" and planning fence "999". Our forecast consumption periods are set up as monthly, but sales has the luxury of forecasting in weekly buckets (and they do). Does this type of mismatch cause unpredicatable results related to action messages and general system MRP calculations? 2nd question: Sales accepts and acknowledges every order, even the orders for products we have not sold for 2+ years. Is there a way to code an item in the item branch to block a sales order loading for certain items?
